1. ORGANIZATION
    1. The league will be composed of teams from Saunders, Douglas, Dodge, Sarpy, and Washington counties.
    2. Each town will have one vote.  A representative of each town present at any meeting will be permitted to cast this vote including any town representative on the executive council.  A two-thirds majority of the vote cast is sufficient to approve any action, except for the election of officers, which will require a simple majority for election.
  2. OFFICERS
    1. League officers will be President, Vice-President, Secretary/Treasurer and League Coordinator. They will constitute the executive council of the League.  Terms of office will be for one year.
    2. Election of officers will be at a League meeting called by the President prior to April 1 of the current year.
    3. The President will preside over all progress and conduct of the League.  The Vice-President will assume this duty in the President’s absence plus such other duties as directed by the President.
    4. The Secretary/Treasurer (hereinafter called the Secretary) will handle League communications, maintain League funds and order awards for League events.
    5. The League Coordinator will be responsible to schedule all League games, keep accurate game records and provide a League Standing report every two weeks during League play.
    6. Protest committee: A protest committee will be the executive council.  If a member of the council in involved in protest, then that member will be excluded from the committee and another coach will be selected by a "draw from a hat" by the executive council.
    7. Rules committee: A rules committee shall be comprised of three coaches who are appointed by the executive council; they shall formulate and propose changes to the rules which will promote and regulate the orderly competition of the teams in the League.  Each member of this committee should thoroughly acquaint themselves with the NSA/ASA rules and Todd valley league rules and may from time to time be asked to interpret or to express their opinion on the rules.  Approval of any rule changes will be in accordance with the procedure outlined in Section A., Organization, Para. 2…voting on League policy.
  1. COMPETITION
    1. Regular season games will start in May and by completed in July.  Exact start and finish dates for the season will be determined by league vote at the preseason meeting.  
    2. All rainouts and makeup games will be completed by date specified by Executive Board. Playoffs, in the case of a tie, will be held on date(s) to be determined by Executive Board.
    3. All league games will comply with these rules and at the time and location published in the League schedule.  On a limited basis, schedule variations are permitted.  However, both teams must agree to the schedule change.
    4. Games may be played with no less than 8 players; however, one out will be assessed every time the ninth batter should be up to bat.

5. All 12&U, 14&U, 16&U and 18&U games will be 7 innings. T-Ball and 10&U games will be 5 innings.  Five complete innings must be played to be an official game (3 innings for 10&U) unless  the following applies:

a. If one team leads the other by 15 runs after 3 complete innings, 12 runs after 4 complete innings or 8 runs after 5 complete innings, the team ahead will be the winner, If at the end of regulation time, a tie exists, the international tiebreaker rule will be used by all teams.  This applies to 10 & U “Competitve”, 12&U, 14&U, 16&U divisions. 

6.  Games can be scheduled for any day of the week as long as both coaches agree.

7. For  14&U, 16&U and 18&U, there is a time limit of 90 minutes per game. T-Ball, 10&U, 12&U, time limit will be 75 minutes.  

8.      All games will have an official timer mounted in a spot where both coaches and the umpire can see it. The timer will be set at 75 minutes and 90 minutes as per the age division playing.  If the last out is within the time limit, a new inning will be played. 

9.      In case of rain, the home team manager will give, whenever possible, a 1-1/2 hour notice of cancellation to the visiting teams.  A make-up game will be played as soon as possible.  It is the responsibility of both the home team and the visiting team to notify the League Coordinator in case of rainout and provide the make-up date, if possible.  Notification is done via the TVSL website.

10. Forfeit score in 7-0.

11. ASA re-entry rule applies.

12. For record keeping purposes, all players must have a number on their jersey.  Line Up cards given to the opposing team must include each player’s first and last names and jersey numbers.

13. Protest of a game will be submitted in writing to the Secretary within 24 hours.  Each protest must include a $20.00 fee.  The Protest Committee of the TODD VALLEY LEAGUE will decide the protest.  If it is not upheld, the fee is forfeited and deposited in League treasury.

14. 10&U Recreational  shall have base paths of 50’ and a pitcher mound of 35’.  No stealing is allowed and home is always closed. One base is allowed on an overthrow.  If a ball goes out of play the runner can advance one base beyond the base they were running to. This is up to the discretion of the umpire.

a.      10&U Comp. shall have base paths of 60’ and a pitcher mound of 35’. Stealing is allowed and home is open. All other ASA rules will apply to this age division. (

  1. FEES

a.      Team registration fees include entry fee of $125.00 and tournament fee of $50.00 per team. The registration fees for T-Ball will be $75.00.  These fees are due to be submitted to the Secretary/Treasurer by April 1.

b.     Fees will be used to sanction appropriate division, pay for mailings, administrative costs, awards and tournament umpire fees.  The League Coordinator, Secretary/Treasurer, and President will each receive $500.00 per year.  The Vice President will each receive $200.00 per year.

c.      If a team cannot participate in the League tournament, it must request in writing a refund of $50.00 to the Secretary/Treasurer two weeks prior to the tournament.

d.     Games will be forfeited until all fees are paid.

 5. ELIGIBILITY

a.      New teams may enter the League only with the consent of the current League members with 2/3 vote of teams present as outlined in Section 1, Organization, 1.2.

b. Player eligibility will be as follows:

                                                                                      i.      10&U – Player must be 10 or under on January 1st.

                                                                                    ii.      12&U – Player must be 12 or under on January 1st.

                                                                                  iii.      14&U – Player must be 14 or under on January 1st.

                                                                                  iv.      16&U – Player must be 16 or under on January 1st.

                                                                                    v.      18&U – Player must be 18 or under on January 1st.

    c. Players are limited on only one (1) age classification within a division of play. Division of play being fast pitch. Players are also eligible to play in the adult program.

d.     Division teams may participate in adult league play.

6. TEAM RESPONSIBILITY

a.      Team rosters must be sent to the Secretary and postmarked prior to the season start date as set by the League during the preseason meeting.  If not, all games will be forfeited until the roster is received.

b.     The home team for all games will furnish an adequate number (at least 2) of new ASA approved balls for that game.

c.      The winning team will report the results of the game to the League Coordinator within 48 hours after completion of the game. The results will be reported via the TVSL website (e-mail)   Failure to report with the given time limit will result in a loss for both teams. Both teams must report games that have been postponed because of a rainout. 

d.     Games that have been postponed because of rainout must be rescheduled before August 1. The home team is responsible to provide the visiting team three available make-up dates. If no date can be agreed upon, the executive board will submit a date for the game. The executive board will act on any further transactions.

e.      Admissions, donations, and pass the hat will be left to the discretion of the home team for league games.  

f.        Injured player rule: A member who had already exhausted her chances for playing may be reentered if a team member has been injured and there are no legitimate substitutes. Only one injured player substitution per game and only for League play, NOT tournament play.

g.     A team that sustains a total of two forfeits in the League play will be brought before the Executive Board.

h.  All team rosters are due to the President by April 15th

7. RULES OF PLAY

a.      All games will be played in accordance with these rules adopted by the TODD VALLEY LEAGUE. In the event these rules do not cover the situation, the rules adopted and published by NSA/ASA will apply.

b.     Local ground rules may be adopted for a particular game but only with the full knowledge and consent of both teams prior to the start of the game.

c.      Home is open to all division unless the backstop is more than 25 feet from home plate. Home will be closed if backstop is more than 25’ from home plate unless both coaches agree.

d.     Infield fly rule applies.

e.      A shoe shall be considered official if it is made either of canvas or leather uppers or similar materials. The soles may either be smooth or with soft or hard rubber or plastic cleats. Metal spikes or replaceable cleats are illegal.

f.        10 & U "A"--12 & U – Special Provisions:

                                                              i.      All games will be played accordance to NSA/ASA rules, including stealing, bunting, leading off, dropped 3rd strike, etc.

                                                            ii.      A team may score only 5 runs per inning with the exception of the 5th inning 10 & U "A", and 7th inning 12 & Under, which will be open to unlimited scoring by either team.

g.     Nebraska Helmet Rule: Will be in effect for all divisions of play. The rules states: Wearing the helmet improperly or removing the helmet during a live ball play and judged by the umpire to be a deliberate act shall cause the violator to be declared out immediately.  The ball remains live. All helmets will have chin straps and face guard.

h.  Any team can use continuous batting order in any league game or league tournament in all age divisions.  

i.  16 & Under, 18 & Under will pitch from a distance of 43'

 8. UMPIRES

a. The home team is responsible for providing two ASA certified umpires, one behind the plate and one on the bases. An umpire must be at least 15 years old.  The umpire behind the plate must be ASA certified. If an umpire in suspected of being too young, the visiting team may protest the game and the host team will forfeit if the protest in upheld.

b. No League coach shall umpire a League game in his/her age division.

c.  In the 12&U, 14&U, 16&U, 18&U if 2 umpires are not available at game time, and the coaches don't agree to just 1 umpire, then the hometown must travel to the visiting team at a later date and pay the 2 umpire fee.

d.  In 10 & U Competitive 1 umpire may be used during league play. 

 

9. GENERAL

a.      Awards will be as follows:

b.     League Standings are determined by the total number of wins.  If a tie exists based on the total number of wins, the win/loss record between the tying teams is considered (i.e. head-to-head).  If the tie is still not resolved, a play-off game is required.

c.      The Executive board will set a time and place for the play-off game.

d.     League tournament games will be limited to those team members who have participated in regular League games.

e.      League tournament games will have a time limit of 75 minutes.  Championship games will have a 90 minute time limit.  If the last out is within the time limit, a new inning will be played.

f.        League rules apply to all League tournaments.

g.     The deadline for adding on players to the League roster is May 15th.

h.     The Secretary can provide a certified copy of each team roster for use in non-league tournament play, upon request.

i.        10&U division will be governed by ASA rules unless otherwise specified. (See special provisions).

 10. TODD VALLEY LEAGUE TOURNAMENT PROCEDURES

                    The TVSL board will set the dates for the league tournament.  If a town can't      host  the tournament on the date assigned that tournament will be given to the next town in line for hosting.

a.      The TVSL will hold league tournaments in each of the 10&U Rec, 10&U Comp, 12&U Rec, 12&U Comp, 14&U, and 16&U age divisions. Tournament dates and rain dates for all age divisions will be set at the first league meeting proceeding the season in which the tournaments will be played. Tournaments will follow a double elimination format and teams will be placed in the brackets through a random drawing conducted by the executive board.

b.     Determination of Tournament Sites - The TVSL league tournament sites will rotate among all league participating towns that have applied for and been accepted to host a tournament. The rotation will move upwards from the 10&U Rec tournament through the 16&U. The number of towns in the rotation will determine the number of positions that each town moves per year.

Example: If there are six towns in the rotation five towns will host tournaments each year and one will not. The town that hosts the 16&U tournament in the current year will not host a tournament next year and the others would move up one position (14&U to 16&U, 12&U to 14&U, etc.).

Any new towns that are interested in hosting a league tournament must apply at the post season league meeting, generally held in August. When the application is accepted, the new town will be placed at the bottom of the current rotation.

 

When a town that has been in the rotation of towns hosting league tournaments requests to be removed from the rotation, that town will not be eligible to apply for reinstatement for a minimum of three years.   

c.      Tournament Rules - All League Tournaments will follow ASA regulations with the following exceptions:

d.     10&U Rec and 12&U Rec will comply with the specific league rules for that age division first and ASA for everything not covered by the league rules.

e.      10&U Comp and 12&U Comp will use the 5 run rule per inning except for the 5th inning in 10&U and the 7th inning in 12&U.

f.  Teams not available to participate on rainout dates will forfeit all games.

g.  Tournament games will be limited to those team members who are on the league roster as of May 15th.

h.  League tournament umpires must be paid following each day of work. Each umpire will receive $30 per game.

 

The Tournament director needs to contact all teams 2 weeks in advance

Each team must provide 2 new game balls for the league tournament.

The host site of a tournament must designate one individual as tournament director and provide the name of the director to the Executive Board prior to the start of the tournament. The tournament director can not be the coach of a team participating in that tournament.

During tournament play, an umpire can decide not to play a game or stop a game in progress at any time due to inclement weather or poor field condition. However, the tournament director will make the final determination on rainouts. The tournament director must wait a minimum of 30 minutes after play has stopped before declaring a rainout. Championship games that are stopped due to weather must be completed at a later date.

The tournament director in conjunction with the executive board can alter the tournament format to enable completion of play when weather has substantially disrupted the schedule. (Example: Reduce time limit per game, change to single elimination, etc.).

All tournaments each year will charge the same gate admission. Prices of admission will be set at the first pre-season league meeting. Friday $2.00-$1.00  Saturday/Sunday $3.00-$2.00
